Recommendations for the design of fiscal insturments

Sub contract for the research projects of the Federal Environment Agency
"Approaches to address the environmental quality, amenity value, and quality of life in the context of the internal development of cities and towns - Case studies"

Approaches to address the environmental quality, amenity value and the quality of life in the context of the internal development of cities and towns will be developed using case studies.
Large and medium cities in North Rhine Westphalia and Saxony are examined in the case studies. Recommendations for the design of fiscal instruments are developed.

The research project is based on two objectives:

  • One is to develop a tool for the local communities, with which the central planning instruments and selected methods of a qualitative internal development are depicted, assessed and illustrated by practical examples. The implementation of community case studies serves to address the complex relationship between projects and strategic planning approaches within a qualitative internal development.
  •  Another includes recommendations to reform the fiscal framework of cities and towns. Because without an effective accompanying trough an adequate fiscal framework, the goal of a qualitative internal development cannot be achieved. Based on an analysis of the existing instruments, recommendations to states and federal government are to be made regarding their financial support of a qualitative internal development.

Thus, this is an application-oriented research projects, with a goal of contributing to the discussion on the possibilities and limits of sustainable urban development.
